There are no necessary evils in government. Its evils exist only in its abuses.

No government fights fascism to destroy it. When the bourgeoisie sees that power is slipping out of its hands it brings up fascism to hold onto their privileges.

And gradually they're beginning to recognize the fact that there's nothing more secure than a democratic accountable and participatory form of government. But it's sunk in only theoretically it has not yet sunk in completely in practical terms.
