Books are the carriers of civilization. Without books history is silent literature dumb science crippled thought and speculation at a standstill.

While all other sciences have advanced that of government is at a standstill - little better understood little better practiced now than three or four thousand years ago.

Success cannot come from standstill men. Methods change and men must change with them.
