Change means movement. Movement means friction. Only in the frictionless vacuum of a nonexistent abstract world can movement or change occur without that abrasive friction of conflict.
The people are the only legitimate fountain of power and it is from them that the constitutional charter under which the several branches of government hold their power is derived.
